If you are using your school's computer, on your school's network, and you have "agreed" to the school's policy for Internet usage, you are at risk of being SUSPENDED or EXPELLED from school, should you try to violate their policies.
If you are using your employer's computer, on your employer's network, you could be SUSPENDED or FIRED if you try to violate their policies.
So, the only solution is to use your own computer, and purchase a USB device from your cell-phone company -- it allows you to carry your Internet traffic over the cell-phone's cellular network.
So, if there is cell-phone coverage where you are, you have Internet access using your *OWN* computer.
