What is the question? The desktop has the required hardware to run a 64 bit OS while the laptop does not. The version of Windows 8.1? is is a 32bit one.
It's a generic Windows message, and is exactly what is says. For instance if you execute a game twice, you would get that error for the second instance.

Unfortunately, your software will not run on the Windows 7 operating system. The website for the manufacturer (Carry A Tune), doesn't appear functional. Often manufacturers will update their software for current operating systems, but not Carry A Tune.
have you upgraded from xp to vista since you installed the microsoft publisher? it sounds like your publisher is not closing the prior instance running. you can bring up the task manager and watch what is happening when you open and close instances in publisher. in task manager click on processes and watch what comes and goes as you work with publisher. then if it continues, i would reinstall you publisher all together. the consensus among the gurus is it will running but it 11 yrs old and may have issues that can;t be patched for vista.
