You would need to post make and model of unit, sounds lke a child lock was activated somehow. If you have the manuel, look up child lock and see how to unlock it.

The Child Lock prevents unwanted oven operation such as by small children.
The oven can be set so that the control panel is
deactivated or locked. To set, touch CLOCK, the
number 1 pad and then touch the START pad
and hold for 3 seconds. Should a pad be touched,

To cancel, touch CLOCK, the number 1 and
STOP/CLEAR pads
I dont know if you have tried it but maybe unplug it for 10 minutes (to let all electricity drain out) then it might reset. If this doesnt help I'm sure sorry.

Try unplugging the unit from the wall outlet for a few minutes. It works on most cases.

You may lock the control panel to prevent the microwave from being accidentally started or used by children.
To lock the control: press and hold the clear/off pad for about 3 seconds. The display will show "lock" and will then return to the time of day. A small "L" will be displayed to remind you that the control panel is locked. The display will show "lock" if anyone tries to use the microwave. On some models, you press and hold the "5" and "7" pads simultaneously for three seconds.
To unlock the control: press and hold the clear/off pad for about three seconds. Or on some models you press and hold the "5" and "7" simultaneously for three seconds

My Kenmore Elite microwave (don't have the model number in front of me) also mysteriously locked its own keypad (we were sitting in an adjacent room, heard a strange beep, and got up to find the LED reading "Locked."). I pressed and held down the Stop/Clear button for ~10 seconds and it returned to normal.
