I PLUG MY CHARGER INTO THE BLUETOOTH IT LIGHTS UP RED FOR ABOUT 3 SECONDS AND THEN IT TURNS OFF SO I THINK ITS CHARGED BUT WHEN I SWITCH IT ON I GET NO BLUE LIGHT TO INDICATE THAT IT'S ON PAIRING MODE ... I'VE NEVER PAIRED THIS BLUETOOTH WITH ANY OTHER DEVICE BEFORE.
Usually to pair a new device like that, there would be some trick to set it up. Im not familiar with your exact model, however ive had success with holding some buttons in.
Usually you would hold down the power button, or perhaps the volume up and down together, hold them down for a few secs and the light will go blue/red/blue/red to show its in pairing mode.

I had the same problem. I plugged a USB charger into the headset and turned the power switch off. It worked as normal after that. I think it does not like to be "on" when the USB is disconnected. Anyway it seems the plugging/unplugging kick-started it.

Two questions:
Do you have the bluetooth turned on (on the phone)?
What brand / model phone are you trying to pair it with?
Just got them opened the package and plugged into the wall, but doesn't seem to charge
