USB devices are incompartible with computer manufactured prior to the turn of the mellanium. USB devices became functional during the innovations of windows XP Vista and 7
Both Microsoft and SanDisk stopped support for Windows 98 (that is the 1998 version of Windows) in the middle of 2008 (two years ago). So, if Windows 98 does not recognize the "plug-and-play" device (manufactured since the middle of 2008), then you'll have to upgrade your computer to Windows XP or Vista or 7, or use an "older" flash-drive that Windows 98 did support.
Windows 98 has no support for newer USB flash-drives.
Windows XP has full support for newer USB flash-drives -- if it cannot find the driver on your 'C:' disk, it will access the Internet to download the drivers from Microsoft's web-site, automatically.
Windows 98 does requires an USB driver for any/all USB devices to work. The flash memory stick should have a driver in CD otherwise you need to download a Windows 98 driver from Toshibe WEB site. Acer may also have USB driver on their support download WEB site.
It is difficult to find USB FLASH MEMORY to Windows 98, but there are possibilities. Another thing you can try is to go to the product homepage and see if they have drivers to windows 98 there, many times they give it there. Unfurtunality you have not give the product name so I can not give it to you here, UNLESS you write the product name and version. For the Kingston USB drives is is : http://www.kingston.com/flash/datatraveler_home.asp
what windows OS are you using. Most flash drives are not recognized by anything under NTFS. so an updated fat32 windows 98 to win xp has a 50/50 chance of seeing the usb device.
cruiser supports win98 but I don't know of any other.
