so first take off the seat, please be carefull how you do this as they can be heavy,
Now remove the cover , again carefull as there may be some wires connected for the lights so discconect these,
Now look for the break located on the side of the motor ( can be a gold colour), check the wires here, make sure they are a good connection, now check the battery teminals , are they loose check the wiring here, now does the brake click when you move the throttle lever, it may be a really faint click, no click then check the connections leading to the controller, normally a black or blue box.
IT could also be the fact that the batteries are faulty and appear fully charged, again check the charger making sure it is really charging , last of all it could be in fact a controller fault or brake fault

Check to make sure the free wheeling lever in the rear of the scooter is fully engaged. Try engaging and disengaging it a couple times.
