The 0x800106ba error may occur after Windows Defender is updated due to the computer's inability to update the Windows Defender firewall. It may not have applicable permissions needed for the update, or it may not have the files necessary for updating itself.
The Fix
Set Windows Defender to Automatic - You can set the Windows Defender service to Automatic, Disabled or Manual. Setting it to automatic might solve the problem. Follow these steps:
Click Start > type services in the Search box > click Services in the Programs list.
If you are asked for a Password before you continue, then enter the password > click Continue.
Double-click Windows Defender, and click Automatic in the start-up box > click OK.
Uninstall and reinstall Windows Defender - If the first procedure did not help resolve the problem, try un-installing and then reinstalling Windows Defender. Due to the fact that Windows Defender is a Windows component, we will use AppWiz to un-install it from the computer. Follow these steps:
Press Windows Key + R > type appwiz.cpl > Press Enter

Things that Needs to be checked here are:

Try installing that printer on another computer to make sure the printer is still fuctional. If it does work on another computer then you know its a problem with your operating system on the original computer.
At that point figure out if you installed any windows updates on that computer cause windows updates can screw things up. If so then uninstall the windows updates and see if that fixes the problem.
If it doesn't then windows is corrupted and you would need to do a factory restore on your computer and start from scratch. In that case, save any important info from the computer.

First of all, AVG has always had a problem installing when windows updates are enabled and download and install automatically. I would recommend uninstalling all updates that have been installed to your computer and disable automatic updates which I will explain to you below
To uninstall the updates.
Click start, settings and click control panel.
On the icon add and remove programs, please double click
You will now see all the programs and updates installed on your computer. The microsoft updates are located near to the bottom of the list and there may be a lot of them installed. You can only uninstall one update at a time. You may be prompted that uninstalling a windows update may cause a program not to work properly, this is normal so you can continue uninstalling them. When you have uninstalled these updates please restart your computer.
To disable the automatic updates
Right click on your icon My computer or My pc which is located on the desktop or on the start menu (if you are running windows xp) and select properties
You will then see a sub menu called 'Automatic updates' and inside this menu you will have the choice to disable the updates
If you are using windows xp and you have system restore enabled on your computer, then you will be able to take the computer back to an earlier time when it was working correctly.
