The battery operates the timer.
If power goes out, the timer still functions as long as the battery is working.
To test, unplug the timer.

Had to change battery. Since I did this the day will scroll several times and will not let me set the day, nor the time, nor the mode. Is my unit toast ?? As it was working till I changed the battery.

Most digital timers suggest resetting as last-step effort to restore functionality.
This particular timer is reset by removing battery.
Try removing battery again. Otherwise it seems the timer has gone bad.
HB88RC is discontinued product.
Replacement is heavy-duty Intermatic HB800RCL 2-outlet or HB800RCH 1-outlet timer.

Less expensive and less reliable timer Woods 59403 with 1-outlet has quite a few 'timer won't work' questions on fixya.

Open following link to identify timer and possibly download manual:

I test timers. Timers arrive defective, and timer go bad.
Instructions usually say to reset timer.
Many of the digital plug-in timers have rechargeable battery that wears out, and then programs stop working.

Add a comment with description of timer, and I'll check files to see what the manual says, and what other fixya customers have complained about.

Also take advantage of fixya expert assistance live.
For a price, expert works with you via e-mail while you work on timer or any do-it-yourself project.
Fixya is always less expensive than a service call.
