How do I program a Noma thermostat

They make dozens of timers and programming is different on each. If it is outside decoration timer, or a sump heater timer, look for tiny embossed instructions on the back of it.

I believe this is a manual for your device. It looks pretty simple to do what you want. In Timer mode press the Day button until you see MO-SU

Noma is generic brand name used by different sellers to denote that product is a timer.
Noma is generally associated with Woods timers.
1875 is usually the watt rating for heavier duty timers, like 2 button block heater timers, etc.

Lost instuctions to program Model N1560 Noma outdoor timer

Use the top button to adjust the current time & then push the bottom button once to save. Next is the time you want the lights to turn on & push bottom button once to save. The last setting is the time you want the lights to turn off. Don't forget to use the . (period) indicator for the pm setting. (I had the same problem and had to search the net to find someone else who had posted the instructions.)
