If the charge light comes on when you plug it in to charge then the battery needs to be replaced. Or something inside needs to be repaired If the light does not come on then the charger or its cord may be bad.

That depends. If you're an experienced electronics technician you should have no trouble doing it. If you barely know which end of a soldering iron not to touch then I wouldn't recommend it.
