At the end of a cooking cycle, the rotating cooking platform stops but the microwave continues. It can only be stopped by opening the door or unplugging oven. With no cooking cycle selected, the microwave runs if the door is closed and the oven is plugged in.

If this is a warranty item, I would take it back. It is normal to have a moderate sound. But if it's very loud it indicates a problem in the microwave oven.
The fan primary function is to keep the magnetron cool while it runs, if the fan stops the thermal fuse senses an increase in temparture causing the oven to shut down. I suggest a tv technician or appliance repair man because there is dangerous high voltage present that can cause serious injury or death.
