SOURCE: Water heater ground
run to breaker panel or drive a 8ft ground rod and connect to it the water line is no longer acceptable as the public utility's are using pvc for gas and water now and this is no longer a practice you could use the ground rod that is already installed on your service and use connector , but something you might do well to check is to make sure in the process of installing the plastic pipes the ground going to the panel was not also disrupted if so you will need to install 2 8ft ground rods at least 6 ft apart and daisey chain together with proper size ground wire . # 4 solid for 200 amp and # 6 solid for 100 amp service , I would make sure the panel ground is solid very important for safety ,, let me know if i can further assist

I would say you have a bad element in the bottom. If the water is cold and heat until the top thermostat reach it tempture, then switch the bottom element and then the breaker trip.So replace the bottom element.

I had this problem back in April '09. I called the toll free customer support number in the manual. The lady said that that code indicated a communication problem between the panel and the main unit. She said they would send a new main circuit board and controller. In the meantime, the work around is to unplug the power, disconnect the panel and power back on. You will have hot water but no temperature adjustment. I had the new parts in about 2 days (shipped to Hawaii) and installed them. No problems for 9 months now. :-)

If you have the little thermo cut off in the circuit to thermostat, (little resistor inside small plastic tube) try removing it from the circuit. Just pull the wires at each end and attach directly to thermostat where it was before. If it works now, you found the problem, if not, get back to me.
