you may have ab ad fan inside the cooler and all of the cold air is staying at the bottom. Also there may be bad insulation at the top and there may be warm air up there.
If the refrigerator is not defrosting, the defrost control board might be defective. The defrost control board monitors several conditions and determines how often to run the defrost cycle. If the board fails, the refrigerator will not go into the defrost cycle. Eventually, ice will build up on the evaporator coil and then the refrigerator and or freezer will not stay cold enough. This will depend on where the evaporator is located. It's prudent to check the defrost heater and defrost thermostat for continuity before replacing the defrost control board.
Just had this issue. Freezer is packed usually & suspected airflow. Emptied bottom 2 shelves & vent strip was solid frost. Bottom 2 shelves were filled w/ solid roasts & other solid large items. Used blowdryer & currently waiting to see if it begins freezing top shelf.
Check your door/'s are sealing if they leak u will get freezing occurring in the bottom and around the door will have allot of condensation.

There is a fan behind the back wall of the freezer about 1/2 way up from the bottom, you should be able to hear this running when the freezer is on. If you do not hear this then you need a new evaporator fan motor.
If you hear the fan run then you most likely have a problem with the automatic defrost cycle that would most likely be the heat element that is located just below the coils inside the freezer behind the panel.
Is your circulating fan working?
Sometimes they stick and need a shot of WD 40 and then work
it back and forth a little until it wants to take off again. Keep me informed

is this a chest freezer? Thick frost around top? try defrosting unit. DO NOT scrape the ice. Very important to remove drain plug to remove water or frost will very rapidly redeposit
someone suggested to me the other day to put weter foods closer to the top the ones with dripin water and more solids down at bottom they said this changes the climate inside to be more economical
im just passing this info cause ive never had or been in contact with a upright freezer
If this is not a frost free unit , it probably has a freon leak. This is usually not worth fixing in a deep freeze. If it is a frost free unit the fan could be bad. This is an easy repair.
when you plug it in do you ear a fan running if not plug the freezer on.and at the bottom of the freezer gently hit were you have a grill sometime the fan motor gonna start running and circulate the cool air if it work keep and eye on it for a few days take care cheers
