I had the same problem. power led would flash green for a few minutes then the monitor might come to live. the problem was multiple bad G-LUXON capacitors on the power supply board and inverter. the monitor is full of them. just search online for bad caps and they are near the top of the list. replaced them and it came back to life.

Staples office supply store said it was the monitor and, after buying and installing a new $200 monitor, I discovered it wasn't the monitor. I brought my hard drive to a reputable computer repair place, who charged me $50 total to install a new video card. He also supped up my hard drive with an additional 512K ram for $20 and now things are so much better. You were right! It was the video card.

You have to open uo the set and check for 12vdc feeding the backlight inverter circuits, if you do have 12vdc then the inverter circuits may be bad, also look for bad caps. see example of a couple years old failed monitors: http://s807.photobucket.com/home/budm/allalbums

The most likely problem here is a lack of drivers.
To test it, see if you can start your computer in safe mode. If you are still getting only stripes no matter what you do, your monitor may very well be bad. I would attach another monitor to the computer just to be sure.
