If you already have the OS installed on the PC then you can use 3rd party software to find the istall key from the previous installation. One such piece of software is Winkeyfinder, it's free to download and you don't have to install it for it to work. Once the software finds the license key then write it down ready for you to re-install the OS.
YOU CANNOT USE THE SAME INSTALL KEY ON MULTIPLE PC's OR YOU WILL GET A PIRATE MESSAGE.

Yes, if you use a Virtual Machine, you can install the version of windows you wish to work with, install the software, and it should work just fine.
You will however need a genuine copy of windows to install in the virtual machine.
You may be able to find an image of the OS you need, or a snapshot of an OS, to load into the VM, it all depends on the type of VM you are going to use
Vista OS is corrupt...you may need to re-install the OS....
some or many of the required files to load the OS is corrupt or missing...
the solution: Re-install Vista OS or Win7 or XP....
if your have your HD partitiond and have only OS and re-instalable programs in C: / and keep your critical data in say D: or E:..drive.....then you just need to format only C: and install the OS again....
It would be best if you take a back up of important files from your OS drive and make a clean installation of the OS again. There might be an issue of corrupt OS files.
You may need to check to see which "service pack" you are currently on.

Although Windows Vista Home and Home Premium Edition have not
been tested or qualified by Digidesign, there are currently no known
issues with Vista Home and Home Premium 32-bit operating systems and
Pro Tools M-Powered 7.4 compared to the supported Windows Vista
Business or Ultimate Edition operating systems.
Windows Vista SP1
There are currently no known issues with Service Pack 1 for Windows
Vista based on our initial limited testing and customer feedback.
Although full qualification with all Digidesign products has not been
completed, we do not recommend against updating to SP1, given the number of important overall system fixes in SP1. We do
recommend that you backup your system and create a restore point before
updating to SP1, should you encounter any problems after installing the
update.
Service Pack 2 for windows vista isn't available for the public yet, only to manufacturers. (Even though it has already been leaked to some file-sharing sites, installation not recommended)
