If that is a windows error recovery screen and wont boot up, try perform safe mode with networking by repeatedly press F8 after restarting the pc Then click start > run > type msconfig. Then select general and select Selective start-up. Then check all the boxes under that. Hit apply and OK. Then restart the pc.

You should be able to do a clean install of Windows. Just insert the installation disc and press any key when indicated. Optical drive needs to be the first boot option. Go into BIOS and change it is not.
As for disc, you have to use the same Windows version as indicated on the MS Product Key sticker, because of the serial number.

Laptop won' boot up.

The blue screen means the system is experiencing a fatal error... a error from which it cant recover.... so while booting press f8 and boot using safe mode... then analyse the startup programs of your system using Start->Run and then typing msconfig in the window that appears and then going to the startup tab... one of your latest installed program might be misfunctioning....
