I have an old, old masport rota hoe and the worm gear is fine but the main drive gear that the worm gear turns to spin the tines has lost a few teeth and wont turn, where can i get a new cog?

Did you check drive shaft end play? Severe wear of the drive shaft sleeve, spacers, shims, and two drive gears can accumulate enough so as to allow the tine drive gear to displace far enough that it will no longer engage the large brass worm gear.
PPB2000 more than likely has stripped a gear in the gearbox. The drive cable is probably ok. Tines are driven by a worm gear and brass gear. Internal parts of gear box not available.

I would be inclined to replace the broken/worn gear and only any other bearings/bushes that show wear, which is probably none. I would remove any contaminated grease (it usually remains close to the failure point) and add more grease if necessary. The gear is a fuse gear and designed weaker to fail if the machine is overloaded so the gear that runs on it is unlikely to be damaged.
There is one site that is a pay site that has ONE resident Masport person. I can not list it here but has outdoorsking in the address. FixYa TOS thing.... (web search!)
As far as any engine manuals. The engine type model and series are stamped into the air shroud not far from the spark plug wire. http://www.briggsandstratton.com Type in your engine model type series and you can download you parts and engine manual.
YOUR PROBABLY HAVE A GEAR CHEWED UP?CONTACT CHOOCHOOPARTS.COM FOR DIAGRAM? DID YOU CHECK OIL...IF OUT OF OIL IN REAR TINE TRANSM ...YOU CHEWED UP THE BRASS GEAR ....I REBUILT MY MAIN TRANSM...EASY TO WORK ON...AWESOME MACHINES.
Well hopefully it's not the transmission, as sometimes these tend to go. Another common but cheaper repair are the two bearings where the tines connect to the unit.
MORE THAN LIKELY.. The bearing is located above the worm gear housing, the part connected to the tines beneath the guard. This removal can be somewhat frustrating but if you remove it and remove the engine flange you'll be able to manually spin the drive shaft and see if it's the worm gear housing/lower bearings or if it's the more likely bearing on the clutch drum or the clutch itself.
