The very basic step that I can suggest is this.
Launch the Inspiron's internal troubleshooter utility. This may resolve problems in connecting to peripheral devices such as your mouse, printer or scanner. Click the "Start" menu button in the lower left-hand corner of the screen. Select "Help and Support". A dialog window will appear. Enter "hardware troubleshooter" in the search box and press the arrow icon on the right of the box. Double-click "Hardware Troubleshooter" in the next window. Then, follow the on-screen prompts. The utility will scan the laptop and attempt to resolve any identified hardware and software problems.

Also verify Audio Settings are Turned Up and Not Muted
You have not mentioned your sound card make, searching for the drivers would be easy. Also ensure that in the Device Manager there is no yellow question mark which means a uncompatiable version of the drivers
