Hi. my JVC RC-EX30 reads the CD I put into it but it wont play the songs. so the "reading eye" can't be broken so what is?

There may be a hair stuck in the sled transport gear (the sled is the part of the mechanism that moves the laser assembly and tracks the the song as it plays)

Hi screen reads un disc then stops spining

In most cases when the CD does not play it is possible that the optical head is a suspect. Sometimes it might pick up ordinary audio CD but will not play other formats. This indicates that the optical head is weak and so there is no detection or scanning of the CD . If the optical is working the tracks will be read immediately but with no scanning the laser head can be defective.
Sometimes certain cleaner disks will not be tracked to run for cleaning as it will not be read and so will reject. Hence it is ideal to manually clean the laser head eye using a cleaning swap /cotton bud with gentle pressure on the lens eye.
If there is no result then watch if the CD spins or tries to spin. If so the board seems to work unless a test is taken on the main board but the possibility of a defective optical head can be the suspected fault.
If any of the above seems otherwise we must recheck with possibilities of a malfunction of the main processor board

I've realized that the jvc rc-bx30 can't read mp3 files. I would like to burn music to a cd/dvd and then play it on my jvc. What format should i use? By the way is there a possibility to change the reader...

Indeed the JVC RC-BX30 is a model of 1999, too old to be able to read mp3 cd. As you said you can write the mp3s to audio cd and then play them from this Boombox. You have to use the typical "audio disk" format (16bit, stereo, 44.100Hz). This format is available at any recorder software (Nero for 50Euros, or Ashampoo for free or anything else you have in your mind). There is no possibility to change the cd reader in order to be able the JVC to read the mp3 cd.
