I would first try draining the carb bowl, if you look at where the choke lever is and look below that you should see a clear red tube with a flat head screw below that, if you just turn the screw out the carb will drain. If you still have an issue you are going to have to clean the carb.
It really sounds like there is still something wrong inside the carb. The proper way to clean a carb is take it completely off the engine, take it all apart or as much as possible and dip it into a carb solution and let it soak. If you just took the carb off and blew carb cleaner into the carb there might still be an area inside the carb that has blockage. Make sure you also change the spark plug.
Another thing to keep in mind is that if any of the gaskets are damaged or not installed properly there can be a air leak which will cause the carb to run the way that you have explained.
If you continue to still have problems with the machine after you do all this I would just purchase a new carb and install it. Depending on the engine model number it might not even be worth your time monkeying around with it, you might just want to purchase a new carb and install it.
It has been a while. I left the pressure washer in the shed for a year, then decided to finally work on it. I purchased a new carborator, it was cheap, about $25. Installed it and it runs perfect. Thank you for your help. It definitly was the carb. Cleaning did not help. Whatever was in there, it would not come out with cleaning. A new carb was cheaper and faster than trying to clean.
