The 7730 plugs into a Panasonic phone system. That system (KXTA, KXTD, KXT-something) has programming. Each system has a manual or set of manuals to program system ringing. Comment back or search the internet or your files for that manual and it can be reprogrammed.
All Panasonic display phones, both analog and digital 7xxx series phones support CID. It requires 5 or 6 program adjustments as outlined in the manual. With luck, you may be able to just turn it on in 406, but your area code needs to be set if you have 7 digit local dialing, you need to tell the system if you want CID to adjust the clock daily, SMDR display, etc.
