Only if you have BIOS password set. In the past, BIOS passwords can be reset by removing batteries and shorting pins. But these days, the NVRAM chips that holds the passwords needs to be physically desoldered and replaced, which makes it very difficult and costly.
Windows passwords can be cracked easily. Hard drive passwords are also near impossible to crack and protects your data, but hard drive can be replaced easily making the laptop usable.
So if didn't have BIOS password set, then you're pretty much out of luck.
