This is a common problem, and they're often intermittent.

On many of these GE (by Samsung) and similar models, there were "underperforming" magnetrons that would fail, often causing other damage.
In many cases, these ovens also need to have the high voltage rectifier diode and/or stirrer replaced.
In rare cases, the cavity would be overheated and the whole oven would need to be replaced.
In some cases, a service center will have a stock of magnetrons, and they may be of the "underperforming" type instead of the newest version.
So a repairman may (knowingly or not) be replacing a failed magnetron with one that is destined to fail soon.
It may be an innocent mistake, or it may be a way of not having to deal with a bunch of bad stock parts that may cost him time or money.
And if you just go put them in ovens and bill GE for the part and your customer for the labor, you're making money.
There should be a 5-9 year warranty on the magnetron.
Details of this whole magnetron saga are in their bulletin here. Even if your model is not on the list, the same problem can occur, requiring a kit. The parts kit is similar to this one.
I would check that, then call contact GE to find a different local servicer if possible.
Whether you use that servicer or a different one, I would mention or show the bulletin to them even if your model is not affected. It may have similar trouble that needs to be addressed thoroughly.

Direct spraying of cleaners and steam from the
cooktop can damage the controls.
Always spray any cleaner (non-ammonia only) on a
soft cloth (not a paper towel which can scratch) and gently wipe the unit.
Always use
the vent fan when cooking on the stove top to keep steam and grease out.
Otherwise, the cleaner or grease can get into the controls and lock it up or make it act odd.
If it does not dry out over time, it may need to be manually dried or blown out.
The keypad may be damaged or worn out, or control unit may be damaged.
At our site, we now have a video available showing how to remove a typical control panel assembly in under 5 minutes.
Then you can use a hair dryer (not too close) to help dry any moisture you see.
If it still isn't responding after that and a day's wait or so, it will probably need a new keypad.

should also be a "mini-manual" hidden inside the unit behind the
control panel or hidden on the left side behind the grille, which is

I'm guessing that's JVM1870SDF04. While there's a chance it may be the magnetron, but I do suspect the high voltage transformer.
The magnetron would still be covered under warranty, but you would have to pay for the home visit ($75 avg) and the labor to replace the part ($90 avg).
The transformer is just over $100 here and about $165 direct from GE.
You can save about $75 in labor by taking it to the shop yourself and for their bench fee, you can get an estimate and find out if it;s the mag or the transformer.
If
so, the installation instructions are very handy, and it's best to have two people since the microwave can be heavy and awkward.

Hi, there are three issues that will cause a no heat situation in a microwave. these issue are a failed Magnetron, busted cut-off fuse and, failed diode.
I recommend checking all these area that are located inside the microwave for faults.
The most common issue will be a failed Magnetron.
The diode and, fuse will be located on the noise filter assembly.

Sometimes panels will have a single pad on the touch pad short out and the unit thinks your pressing a pad so it will not take any other input. Do you ever hear any beeping when you had not pushed any pads or see any numbers for options come up in the display without pushing any pads? if so it may be a bad touch panel. Sometimes those panels or, main circuit boards have been so expensive it has been better to replace the whole unit as thay have come down so much in cost. and get new warranty full factory warranties on a new unit
