Jessy, Your rechargeable battery has finally degraded to the point that it is no longer capable of being recharged. Also, once rechargeable batteries get to a certain point, as yours have, the use of the power cord won't allow the shaver to operate either, since the battery can't pass the electric current through them to the motor, etc.
The good news is that for a few dollars, you can have your electric shaver working like new again. The batteries are replaceable, but you'll have to either disassemble it yourself, or have this done by a qualified service center, as it requires the ability to de-solder and re-solder it onto the motor circuit board.

Typically, the proper battery for the Norelco 7710 shaver is part number 13810584. This is a Nickel Metal Hydride (Ni Mh) Rechargeable 1.2V with solder tabs, AA size.
You'll find that for a very low cost repair, you can extend the working life of your rechargeable shaver by many more years. I've done this many times myself and find I've saved literally hundreds of dollars, especially given the rather high cost of new electric shavers today.
