do you mean if you hooked up the tv with the aerial antenna can not get any channel? ok if just a white raster only and doesn't scan or tuned even manually and auto search, the cause is bad tuner.
The inverter board is most likely the problem, often caused by bad capacitors that sometimes puff at the top, indicating it is open. The inverter can be repaired, or the board must be replaced so long as the monitor is not to old each manufacture is different in their policy making.
Get rid of this model!!!! The Hannspree and Toshiba models used a TFT LCD screen from a chinese manufacturer that has put out faulty components for the last 3 years. The Problem is in the way the Active Matrix Screen was manufactured. I would recommend you return this item immediately to the place where you purchased it and pick a different brand; also stay away from Westinghouse!
railbird56, Common problem for ALL BRANDS of "cold-cahtode-fluorescent-lamp" back-lit lcd monitors! Here are your options!!! Cheapest to most costly!! 1. Warranty repair. 2 DIY repair???? 3. Local or distant repair. 4. possible old + cash swapout with Hannspree for refurbished same model?? 5. Trade-in for new wide screen. My best guess on your monitor (no history) is that the unit's SMPS is in partial or full shutdown mode during it's black screen moments. How much do you know about "electronic ballasts" "switch-mode-power-supplys" and how to repair them?? 12fixlouie
chummel36, Find your warranty and then yell and scream at them about poor quality and premature failure, but only after you connect to a different known good pc and see if your monitor still acts crazy. Learn to do the flashlight test to determine partial or full shutdown state of monitors "switch-mode-power-supply" when screen goes black or blank n black!!! Spend some time in my fixya profile reading about black screen problems before you do anything else. 12fixlouie
