This is could be the capacitor that has failed. The capacitor gives the motor the initial kick in the right direction to get it started. You can confirm it is a failed capacitor and that the motor is still ok by flicking the fan blades with a stick in the direction it should spin just as you switch the pump on. The pump should run normally. You can get them off Amazon or ebay for around 5 Pounds (GBP)
