probably, you have to call for a technician to check for it, the switch of the tv might have some dis alignment of cables

The 4 blinks usually indicate a vertical problem. If you can solder, you can fix this yourself. Let me know if you wish to attempt this repair. If not, expect a parts cost of $10-$15 plus the local labor rate for the repair.

That doesn't make sense. When you state that the TV comes on 5 minutes later, doo you mean that you get sound right away but hte picture comes on later? If so, a :power board" won't help. Please update this so we can narrow down the problem and get you a solution.

if it is white brightlines along with blue back ground please check 1 sypply to blue video output transformer. 2 crt base or connector loose. 3 check components related to blue video ckt & blue video output transistor. 4 blue signal reaching to blue video section 5 verv very rare case if set is old set then there is a possibility of crt. hope this will help.

You may want to try disconnecting the power for about 30 seconds and rechecking the TV. Otherwise, it may not be worthwhile repairing.
