I have exactly the same setup with 15 Philips LEDs and said Legrand dimmer. In order to work, I had to hide inside the ceiling a 60W standard bulb so that the dimmer has more load and now works properly. Without the 60W bulb, the leds flicker while being dimmed, sometimes they flicker at 100%
The answer is NO. You need a Trailing Edge dimmer to control LEDs.
The Phillips master LED spot manual says:
Lighting controls: bulbs are dimmable 20-100% with ""select"" Trailing Edge RC devices

The Legrand pro21 manual does not say anything about being a Trailing edge dimmer.

Legrand diagrams show what appears to be incandescent bulbs, and say nothing about LEDs
LEDs cannot be dimmed as ordinary incandescent (tungsten) bulb.
