There could be several reason for not able to boot up.
1. the power to the unit is not there
2. the monitor is not working so you cannot see anything on the screen and believe it is not booting up.
3. the hard drive is faulty and therefore the system cannot boot.
If you believe 1 and 2 are not the cause and assuming the keyboard is working, then press F1 or F2 immediately when the bootup starts. This will take the system to BIOS setup. Choose boot sequence to boot from CD (or floppy if you have drive). Next insert Windows CD into the CD drive and exit and save BIOS setting. When the boot sequence starts it should boot from CD.
IF this fails then the motherboard is faulty. If it works (ie. it boots from CD) then the hard disk is faulty.
