Plug the one ethernet cable from the modem into the router wan port . The modem will have an ip address note this and then change the ip address to one higher than the modem for the router's ip address and change the ip address in the router to make the gateway ip address the modem ip address.
Disable the DHCP server in the Router iIf the modem has an active DHCP server in the router.
Plug the rest of your network into the other router ethernet ports.

Your cable signal is probably to weak at the modem. This is the most common cause, especially if it works and then doesn't, works for a while then doesn't.
Call your cable company and have them come out to check signal strength at the modem.
You could have a damaged drop to the house, water damage on the line, squirrel chew (seriously), dry rotted drop, too many splitters in the house, etc...

OK. First of all you do not need a special or seperate driver for the Ethernet port. Its factory loaded with your OS.
All you need to do is plug the Ethernet cable into the LAN port on your HP Desktop and then into the LAN port (not the WAN port) of your cable modem.
The second thing is if its only a cable modem, then I suggest you proceed with caution as there is NO built-in firewall on a cable modem. Yes you will get on the net, but you are likely to be attacked with virus the moment you connect. I suggest you check very carefully whether the cable modem (if that's what it is) does/does not have a firewall as you would be very unwise connecting up like that.
Next, forget USB connection to the router/cable modem. That technolgy we've moved on from.. Your Vista shodul be 'plug n play' adn should configure the router for you. obviously that bit isn't so slick on yours.
Let me know how you get on..

Do a factory reset first. ie. paper clip on the reset switch. Look on the label. Does it have a factory default IP address? something like 1982.168.0.1 or 192.168.1.1 or something liek that. open iExplorer and type int ehIP address into the address bar (at the top).
Hit enter and the router home page shoudl come up..
1.
Step 1 Position your Belkin wireless G router.
Place your wireless G router in a wide open and central location. Don't connect
the power plug into the router, yet. Make sure your computer is turned off.
2.
Step 2 Connect all the devices.
Find the Ethernet cable that connects your PC to the modem. Unplug the Ethernet
cable from your PC and insert it into the wireless G router's WAN port. You
should have an additional Ethernet cable that came with your router. Take this
cable and plug one end into one of the LAN ports on the router. Then connect
the other end to your PC's Ethernet port.
3.
Step 3 Turn on your modem, router, and PC.
Plug the power plug adapter into the modem. Turn on the modem. It'll take approximately
30 seconds for the modem to boot up. Connect the power plug adapter to the
router and the other end into a power strip or outlet. Like the modem, it'll
take about 30 seconds for the router to boot. Turn on your PC.
4.
Step 4 Verify lights are on for your devices.
Make sure the following lights are on for your router: power, WAN, and LAN
light. If you don't see any of them lit, confirm these devices are turned on.
Make sure the Ethernet cable connections are installed correctly.
Step 5 Install and configure software.
Use the setup wizard application to configure your Belkin wireless G router.
Set up features, such as creating your password and setting up your time zone.
Continue to follow the setup wizard so you can configure ?other settings
