From your manual: Keys lock This feature avoids accidental key activation during recording or playback. 1. Press and hold MENU for three seconds, LOCKED will flashes on display. (LOCK icon will be shown) 2. Press and hold MENU for three seconds again to unlock keys.

I have exactly the same model here sat doing nothing. I too lost the manual and the CD after contacting RCA they say it is an older model and as such no longer supported and that I was welcom to search the internet.
As far as support from RCA goes you, just like me are out of luck
I did quite a bit of digging some tome back but could only find a link that wanted $10 for a photocopy emailing to me !
The software you need is in a folder on the RCA recorder. When you plug it up to the PC, let it autodetect and it will add a Thompson DV RCA device to your Drive list. You should see four folders ABCD used for organizing the recordings internally. There is another folder at the bottom with the software install inside. Copy this SW to your pc and run the setup. It allows you to convert the .VOC files to a .WAV and manage the folders.
on XP try the "<" circle on the system tray and look for the USB device manager, disconnect from there. If it is not there, or older systems try Start, Control Panel, System icon, Hardware Tab, Device Manager button. Find the Universal Serial Bus controllers, right click on the Device and select disable in the floating menu. that should allow you to remove the device safley.
have you tried formatting it? press erase till it flashes delete, then press and hold record for 3 seconds till it says Format, then press and hold erase till it says wait..it should fix it if that's the problem
