You should have some type of belt tensioner,most common type is a pulley with a spring to hold pressure on belt.Spring may be missing or stretched {2}belt could be stretched {3}pulleys may be out of alignment

Seems Deere didn't put diagrams on their 100 series mowers, just to save a buck I guess? Sure are a lot of complaints online over it for this to just be a mistake? Not on the deck like most mowers are, not under hood nor under its seat. Simply not on this damn mower.. I got the belt on ok because I've worked on mowers many yrs but some folks may really struggle to do so, what a joke JD is today.
A couple of things -
*The battery could not be fully charged and starting depleted the battery reserve. Recharge and try again. Battery should read ~12.5volts fulled charged and not drop below about 10.5-11volts as you crank.
*Disconnect the deck and try it again. You may have cut/pinched a wire that grounded some part of the start system, There may be a connector to the deck that is not connected and your safeties are not letting it crank.
I would try and fill the case with 50 weight oil It might be low. The hose should come to the right side of the pully door on the middle of the tractor between your legs.
