This happened to me before but can no longer change the admin password, so I have no choice but to create a differen user and delete the old one. Here's how I did it:

1. Restart you computer
2. Press f5 before the windows logo appear
3. Select safe mode
4. Click start menu
5. Click control panel
6. Go to User aacounts
7. You can. Ow delete that account and create a new one

I believe you changed the settings on the BIOS screen, enabling the system password/HDD password. The only way you can access windows is by typing the password you created. But if you already forgot it. Dell technical support can reset the password for you. Dell supervisors have access on reseting it.
