The same problem just appeared to us. We decided that it is a software bug and we reset the camera with the following combination:
Home ->Settings(the toolbox) -> Main Settings 1 -> Initialize.
This fixed the problem.
Have in mind that all your settings will be lost (but not the pictures).

With the flash activated put the camera to you ear. assuming you have normal hearing when the flash capacitor is charging you should hear it.
If you cannot then assume the flash unit has failed.
Replacing it is possibly a no no
The economic cost make a new camera a better bet
Check out Sony to be sure

I recently had the same frustrating problem. The top of the camera has a little black button that can change from continuous mode or single picture mode. It has to be on single picture mode to change the flash setting. After this is changed you can press the flash setting onthe dial and change the setting. I hope it works for you.
SOURCE: hi I have a sony cyber
I had the same problem, and i tryed everything, even opening
the camera and see if any visible damage on any part (nothing), so
when i try initializing again ( menu>setup>option #1), right after the
"OK" over reseated date, i went to the Flash Button, and turn it off
and at least the annoying flashing error is not there - that means it is
software error, because all flash functions work till it detects that
has ans error wile charging/loading the flash. Hope it helps.

Hi,
The Flash mode in the Camera can be changed by pressing the Right Arrow button (>) continuously which will change the settings from Flash Forced ON, Slow Synchro and Flash Forced OFF.
Flash Level can also be adjusted in the Camera by selecting the Flash Level option from the Shooting Menu of the Camera.
Thanks,
