You should unplug your unit if you have not already done so. The problem is the start switch is stuck in the on position, this can happen when the switch fails (melted inside). You will need to replace the start switch. Your condensor fan motor has more than likely gone out. This fan should run at all times when the unit is on. Since the fan isn't working then the motor must have gone out.
Yes this will recycle the room and can be cover outside if it is not a heat pump and will use elec heat strips to heat. As long as it is tilled toward the back the water will run out the back without a drain kit there should also be a drain hole in the bottom.
