The television is shutting itself off to protect itself. The blinking light is a code pattern. The specific code determines whether or not you need an LCD Controller Unit, Main Board, power supply or something else. You would need the service manual. There are parts distributors you can get it from and the parts as well. If soldering and tv repair is not something you are entirely familiar you may want to seek a tv repair person. The manufacturer's support may walk you through the service menus to complete a factory reset depending upon the symptoms.

This was JVC model JVC AV-32F734, not Flat panel TV. I bought it in 2004. I understand that this is frequent problem with many JVC TVs based on complaints I read online. I can do some basic soldering. Does this change your recommendation?
Would you know the range of cost of repair, or should I just junk it and look for new one? If it costs $250 to repair, I can get new one for probably $450 for 37 inch flat panel with about the same viewing area. Could it be just resetting the TV and can be fixed without hardware fix?
CRT TVs are reset by unplugging them for 3 hours. There usually isn't a way to reset them. However you would know that for certain with the CD Rom. If there is a reset according to the CD Rom and it doesn't work than the cost of repair would most likely exceed $250.
