Ok before contacting your provider try taking out the sim card and battery. while there out i want you to put the sim card in before the battery then after sim is in put battery let it sit for 2 minutes then turn on. (also before starting make sure battery is fully charged, if not charge it before doing anything. Or if you have a backup battery use that, make sure its fully charged also)
If this is a new service, and your just recently using it, make sure #1 you have the data package activated from your provider #2 make sure they dont have your account locked because of an unpaid or late bill. cell phone operators are alowed to lock services if bill is late or not paid on time. there grace period is only 30 days max

this is most likely an issue with your operator instead of with the phone. can you make phone calls without problems?
