Make sure that the WRT54G has an internet signal coming in. Is the other DSL router have a wireless component to it? How are you wiring everything? How many ports does your DSL router have? If only one, go from the DSL router to the wireless router. Plug in your phones (VOIP) to the WRT

Try removing the splitter, if it works then you might have a faulty splitter and you need to get it replaced. You might check if you are using the first phone jack in your house / apartment. I remember that was key when i was on DSL. Hope you get it sorted out, not having a working connection is very annoying.
Earthlink is not your local telephone company? You would need to contact your local service provider. If earthlink set up your DSL thru your local telephone company, you may have to have them contact them. Does your local phone to you or do you subscribe thru what they call a CLEC?
First change your LAN ip range on WRT54g, leave the wan interface as dynamic IP client. Connect your WAN port to the DSL router interface. ping your DSL router interface (most probably your DSL router will be having 192.168.1.1). Make sure that your laptop is not assigned with any static IP (Incase you use the laptop in home n work).
your SPA2102-R seems to have one ethernet connection and one internet connection.
your WRT54G-TM seems to have one internet connection and 4 ethernet connections.
What you are trying to achive is; plug a ethernet cable into the ethernet connection on your SPA2102-R then plug the other end into the internet port of the WRT54G-TM
hope this helps, I have assumed that you intend to use a DSL broadband supplier not ADSL.
if you are changing service from DSL to ADSL then your WRT54G-TM needs to be first in line configured and working. then plug the internet port from the SPA2102-R into any of the WRT54G-TM ethernet ports.
