Do you hear other sounds from the phone? If so, check to see what ringtone/notification sound you have selected. Check both in system settings and the settings within the phone and messaging apps. Some notifications are silent. If all these are correct, check an individual's profile that you know has called our messaged and make sure you don't have their notifications silenced. Also, is the phone set to vibrate for incoming calls and messages and, if so, does it?
Go into your text applications. Click your menu button. Open your options from the menu button. Go under notification ringtone and select something.
Android notifications are done both at the system level and the app level. You have to check that both have a notification ring tone and volume.
1) under my files make a folder named notifications.
2) put the ringtone you want to have as the notification ringtone in the folder,
3) go to message then press the menu key
4) go to settings and select the notification ringtone
Go to Settings, Personal tab,. click Sounds and Notifications. Click Notifications tab then choose event from drop down menu. Pick Messaging: New text message/ or New email message. Check the play sound box then choose from the drop down menu the alert tone you prefer.

had the same problem with my moto q9c. if you are using mp3 songs as ringtone it will play the whole song. You can use a app called mp3 trimmer that will let u cut it down to the size you want to have it play should help out .
Good Day,
Beginning with the start menu, go to settings, then sounds & notifications. From the drop down list, go to outgoing message and click the "play sound" box (to empty). That should stop the ringing and vibration.
Hope this helps
