See if you can unscrew the handle bar first.
Then search for replacement foam online, maybe on ebay or bugaboo website.
And when you have bought the replacement foam grips, you can take a look here to see how to attach them yourself.

I just used this post on e-how to replace my maclaren triumph foam handles.
Works like a charm - and it's sooo easy!! :)

How to fit the foam handles onto the liteway buggie

I tried to remove rivets, no luck. I used WD40 to lubricate replacement foam and slipped it over the big plastic caps. Hard to start but worked well, foam did not tear, all fixed.

Purchase a can of spray foam insulation and then drill a hole in each end of the handle to match the spray tube on the insulation. Let the handle dry once the holes are drilled then fill the handle with the foam from one end until it begins to expand out of the holes. Once the foam has set you can trim off the excess and scoop out a dimple of foam from each of the holes. Seal the holes with a two-part epoxy but even if the handle still leaks the foam will prevent much water from getting in and the handle will remain buoyant.

My Bugaboo Frog has a split in the foam on the handlebar. Can this foam be replaced, if so where can I get it in the UK. Thanks, Jane.

The foam is a product called neoprene tubing and can be found at specialist rubber product suppliers. Google a local supplier. Changing the grab bar rubber is easy just use hot soapy water but the handle bar is a problem as the foam is fitted before assembly and it would require disassembly to replace. This is not easy as the handle is riveted on and has internal parts to operate the handle locks. You can buy a special glue for repairing wetsuits to fix the split and stop it opening up further.

Foaming usually means the water needs to be changed, after all the things you said you did, you never said that you changed the water. A little bit of foaming can be handled by anti-foaming chemicals, but a good beer head foam usually means that the water should be changed.
