You must put your headset in pairing mode first. Starting with it turned off, press and hold the call handling key until the indicator light flashes alternately in red and blue. Then, make your phone's bluetooth application search for new devices. After a while, your headset should appear on-screen. Select it and make it connect. If a pairing code (or PIN, or passkey) is requested, enter '0000' (four zeros). If the pairing process is successful, the headset should enter the stand-by mode, and there should be some indications on your phone too.
The pairing process between any two bluetooth enabled devices should be done only once. All subsequent connections should be achieved by turning both your headset and your phone's bluetooth radio on and bringing them both into each other's range. At most, a single press on the headset's call handling key should do.

This is weird. If you successfully connected a blueetooth headset to your phone, I can't find simple reasons why another branded one would fail to do so. I don't know anything about your Pantech phone, but maybe it is able to pair to one BT headset only. You could perform a simple test: remove the Jabra headset from the list of paired devices on your phone. Then, try to pair the SE headset, just like I posted before, and let me know how it goes.
