The wheel on the botton has a plastic white insert that will lift or retract the gear stem. Depending on the ratation of the motor this will pull or retact that stem. During spin cysle, the wheel rotates CCW and pulls that stem out(towards the floor). This action should disengage the brake and also start rotating the tum. Remove power, remove the belt and rotate wheel manually and see if the empty tub spins. If not, remove the wheel and take care to not drop all the washers and bearings. Once removed take some vice grips and yank on that gear stem until the brake mechanisn is released. That stem should only need to move a few mm maybe 5-10. Once fully reassembled if this continues to happen, get a new pully assembly.
