Stand by timer light on the front of thr TV is blinking, how do I shut it off?

Sony TV's use auto Kine bias a very old term meaning Kinescope or Picture Tube.
When your picture tube is up to full output (approx 30 seconds) the set will click and perform as normal.
If not the tube you see the picture on is not up and running in any one or all colors (RGB) or something else has not started.
Service or replacement of a 10 year old set may be what's next.
