The dishwasher will start to cycle. I can hear the water begin to run. I hear a click and at the time the dishwasher should start to run the cleaning cycle. During the cleaning cycle the dishwasher will stop working. The dishwasher is silent. The timer will continue and the water will drain out at the appropriate time.

This is probably okay, you have clock like motions running the motor electric contacts. There needs to be a delay between some cycles or shorting will occur. The motor on some designs, for example. is reversed to pump out water. to have this work long term, a delay is inherent and not a concern.

Cycle starts, but does not fill with water

When I start a new cycle, I first hear the pump run to empty out all remaining water, and after that I hear the motor run for the regular washing cycle, but there is no water in the dishwasher. After a few minutes, the cycle stops, and the washer claims the dishes are 'clean'. When I try starting a new cycle over and over again, about one in 20 times, the cycle will run normally with water. But then the next time, the problem starts all over again. Once a cycle starts correctly, everything works fine, including the rinsing.

Maytag MDB4651AWS Dishwasher will not start.

Do you ever hear the fill solenoid click on to begin the filling. That is the first thing that has to occur. The water supply generally connects right to that solenoid. Ohm out the solenoid coil. ( breaker power off)

Cycle begins and we can hear water filling up, but the arm doesn't spin, and water isn't being "sprayed" around the washer. We can hear the dishwasher "clicking" throughout the cycle, but nothing else is...

There are a couple of things here. One is the pump is not coming on. The other is the unit leaking. Check the door seal for rips or tears on the bottom. Replace as needed. Also check the sump in the bottom of the unit to see if it has a lot of debris in it. This can cause the pump to not start. It could be more complex like the water valve is not shutting down all the way. The control board is bad etc.

Runs but no water

Is the water cut off to the dishmachine. The first thing any dish washer should do at the beginning of the cycle is heat/fill with water. If you do not hear the water come on when you start the cycle, chances are that you have a bad fill valve, control circuit issue or no water supply to the dish machine.
