Very likely have blown fuses and capacitors in both the power supply and the backlight inverter sections. Repair is best left to a technician unless you are tech savy and able to use a soldering iron.
LCD Panel could bad but i think it is something in the menu setup like " Closed captioning or something along those lines". Check that first and then also check for "TEXT" BOX in menu for receiving text on screen on some models. Sony has a feature that sometimes people would activate and not know how to remove it.
