Purchased an Olympus VN-4100PV digital voice recorder a couple of months ago at Radioshack. (no software came with it)
Recently purchased new PC with Vista 64-bit. Recorder will not work.
Called Olympus today, 12-3-08 and was told no driver is going to be
issued to remedy this situation, thus rendering my device useless.

You will need to call Olympus to have them email you the Digital Wave Player application files. Their telephone number is 888-553-4448 option 5 and then option 2 for voice recorders.
