The device language can be changed from language settings. Check for device firmware updates as well. If Arabic language is not at your phones language, you need to flash your phone with Arabic language flash file. You need to have flashing software, Arabic language firmware.
just remove your current sim card, get another spare sim card or your
friends sim card and insert it in your phone and switch on then follow
the instructions for basic setup on your phone and it will directly lead
to the language options of your phone, then select the language
appropriately

It's just a matter of changing the OS (or the firmware)... each OS version has a language pack and you can't add or remove a single language or even a language pack... You have to change the OS, but to do this you have to buy a data cable, there are some technicians who can do the whole thing for the same money that you would spend on a cable... about $25-$30
If you set the phone to Automatic Language detection, it will probably change with an Arabic SIM card.
When you change a language, other settings in the phone change automatically IE. Predictive text, Calculator, Date, Time and Separators etc...
