Depends on the model. Have you checked the backlight, (LED in this set perhaps).

You might need a new bulb, the bulbs get dim as there life diminishes. Replace the bulb to get a bright picture. Do not use cheap bulbs, an OEM bulb for that tv should be $60+. . Cheap clone bulbs will work but will fail a lot sooner

How long ago was lamp replaced, also you can try cleaning dust off the lamp. Dust builds up on it and causes pre mature failure. Also moving the TV around can cause the bulb to fail after extended use. The bulb are only as good as any other regular bulb. They start taking longer to warm up then dont get as bright then fail totally. Some Tv's wont allow itself to turn on in some of those states.

The lamp would make you picture dark.The colorwheel will affect color quality.If brightness is an issue = lamp.If color is the issue = Colorwheel.

If you watch a DVD, does the picture also flash? If not, it might be just the TV signal. Are you using a cable/satellite receiver? If so, check it's connections. If anything viewed on the TV, using different inputs and a different cable/wire, is flashing, it is a problem with the light engine or color wheel, if the TV is DLP.

Sounds like a damaged color wheel.
