In order to delete a save file, you must press Up/Left, B, and Select at the same time at the main screen. In HeartGold/Soul Silver, you cannot overwrited save data by making a new file.
In order to get Arceus in Pokemon Diamond, you need an Azura Flute which nintendo gives away in an event over Wi-Fi. Unfortunaly the event is over and you can't get it any more. If you want you can find someone with one and trade for it. Or you can get an Action Replay which alows you to hack an Azura Flute using codes.
This may be a sign that your game has corrupted and now has permanently saved to that point only. You may have to restart your game (I know it stinks). But before you do restart try to save on a different DS or DSi. If that doesn't work you will need to restart.
