This problem is caused by a leaking/defective door seal, replace it and the problem will stop, the air leaking in by the seal contains moisture and this causes the ice to form near the leaking area.
The water that is pooling and freezing inside the bottom of your GE freezer is definitely coming from the defrost cycle. It does this because the freezer compartment inside the back of your freezer intended to carry the defrost water down to the external evaporator tray is blocked with ice. As a result, the defrost water from the coils overflow the collector under the coils and run down the inside back of your freezer and then the water pools on the bottom and re-freezes when the cycle is over. Unplug the unit for 36 hours and let it completely melt. You can also remove the freezer drawer and melt it away with hot water or use a blow dryer to melt the ice.
